Is there a difference between fresnel lenses and regular screen magnifyers when it comes to image quality?

Yes in general but it ofcourse comes down to the quality of the piece. A lousy fresnel might be worse than a really good magnifier. Check the grooves per inch. That will tell you something. 50 and higher is good.

A magnifier tends to bent the image in an hourglass shape. A good Fresnel will maintain the shape of the image being magnified.
