I have an nec 12 inch lcd monitor and ati radeon le video card. Are there any shutter glasses that would work with this setup. Or I would be interested in any other form of producing 3d from this display

No way to use shuetterglasses with an LCD monitor (the refresh rate isn't enough).
You can enjoy anaglyph and pulfrich effect.
